Working Conditions
Works in a typical office setting and from employee’s home, or other community location as established by a flexible work agreement. May drive an automobile on a routine basis in all types of areas; requires reliable transportation. Requires sitting, standing, bending and reaching; may require lifting up to 25 pounds. Requires manual dexterity to operate computers, copiers, calculators, telephone and other office equipment. Requires normal hearing and vision. Supervisor manages their own schedule, ensuring presence in the office(s) as needed to support the FCCM Team and attend all required meetings.
Position Summary
The FCCM Supervisor is responsible for supervising the Foster Care Case Management (FCCM) Team, assisting with development, implementation, and maintenance of all treatment, care, and the Wraparound philosophy for children and families served by the foster care program. The Supervisor oversees case management of children assigned to PCHAS for their region, promotes effective utilization of support services to achieve permanency for children and families. Supervises up to seven (7) Foster Care Case Managers or six (6) CMs and a Lead Case Manager, provides guidance, support, and conducts performance evaluations and appraisals.
Essential Job Functions
Follows all contractual and agency policies, procedures, and seamless delivery of services to children and their families; promotes contract compliance and ensures Case Managers fulfill contract standards and requirements. Assists with documentation audits to ensure compliance, accuracy, and best practice.
Assigns new referrals to CMs; provides oversight of full case management services to children and families in the MO foster and adoptive care system from assignment until case closure or transfer. Maintains focus on overall treatment, including the Wraparound Process, Signs of Safety and 5 Domains of Wellbeing, behavioral management interventions, and moving children to permanency while keeping them in a safe, least restrictive, stable setting.
Maintains specified average costs of care for all assigned clients, ensuring CMs stay within budget. Ensures authorizations are entered monthly by CMs and approves authorizations and check requests regularly. Reviews overhead costs of the team and makes spending decisions based on available funding.
Provides supervision for CMs, including weekly individual supervision for newer CMs and a minimum of once per month for experienced CMs. Facilitates twice monthly team meetings and keeps the team informed of goals, objectives, policies, accomplishments, and issues. Provides professional development opportunities.
Ensures CM compliance with data entry, including documentation of all activities, in FACES (state online database system) and CSWIS (consortium online database system) in a timely and accurate manner.
Requirements
Supervisor shall possess or be currently enrolled in a master’s degree in social work, psychology, counseling, education, criminal justice, or a related human services field. Minimum of one (1) year of supervisory experience and three (3) years of experience providing Wraparound services, community-based services, and/or case management services. Must have good knowledge of Wraparound services, Missouri State Children’s Division practices, Missouri Department of Social Services funding streams, Missouri service systems, and experience in program development and understanding of administrative issues.

Maintains confidentiality and HIPAA standards for all assigned clients and families.
Can operate computers using agency-approved software programs and other office machines such as copier, calculator, telephone, etc.

Strong leadership and interpersonal skills with ability to use big-picture thinking to plan and solve problems.
Able to analyze many variables and choose the most effective intervention at any given point in time.

Other Requirements
Must hold a valid driver’s license, have and maintain a risk-free driving record, be willing to undergo initial and periodic child abuse/neglect, criminal history, sexual offender, and childcare/elder care disqualification list screenings. Must submit fingerprints for review by the state of employment and the Federal Bureau of Investigation (FBI). Must undergo a pre-employment drug screen and a pre-employment physical with no evidence of communicable disease.
