Qualifications
Education: Graduation from an accredited college or university with a bachelor’s degree.
Experience: Equivalent to two years of full-time professional work providing child welfare services (e.g., social, psychological, or correctional counseling; case management; volunteer services coordination; juvenile classification coordination).
Special Qualifications
Must be at least twenty-one (21) years of age on the date of application.
Be a citizen of the United States.
Possess a valid driver’s license prior to and during employment.
Have a good moral character, as determined by investigation.
Complete a criminal history disclosure form approved by the appointing authority.
Have no conviction for a felony.
Agree to release all records involving their criminal history to the appointment authority.
Supply a fingerprint sample as required by the TBI.
Submit to and pass a pre-employment screening test for illegal drug use.
Overview
This classification is responsible for professional case management work of considerable difficulty and lead work of routine difficulty, and performs related work as required. An employee in this class leads and trains subordinates in the performance of case management work for children under the State’s supervision, in State custody, or at risk of State custody, and their families. The class differs from DCS Case Manager 2, which performs working level case management work, and from DCS Case Manager 4, which performs supervisory work over an entire case management team or single/small institution.
Responsibilities
Mentor less-experienced case management staff, providing guidance and suggestions for difficult/multi-faceted cases.
Participate in multi-disciplinary teams including Child Protective Services Investigative Team, Foster Care Review Board, Community Advisory Board to gain a global perspective on case planning decisions.
Determine if abuse or neglect has occurred, identify abuser, assess risk to child, establish safety plan, recommend permanency or termination of parental rights, monitor adoptive/foster families, recruit foster parents, conduct home visits, and coordinate/observe visitation.
Maintain documentation for case files and other required records; prepare, participate, and testify in court proceedings.
Conduct interviews with alleged child victims, reporting individuals, child’s family, and collateral contacts, gather required information, administer client drug screens, and conduct assessments of home.
Work flexible hours including weekends, holidays, and after hours; schedule appointments and visits; transport children to appointments safely; assist children awaiting placement.
Communicate effectively and timely with others, build trustful relationships with children and families, encourage clients to overcome barriers, explain parental rights, and respond timely to families, providers, co-workers, and supervisors.
Convene and identify members for Child and Family Team Meetings, develop action steps and goals.
Work within communities making referrals to service providers, collaborate with law enforcement officials and multi-disciplinary teams, train foster and adoptive parents, and engage with community.
