Summary
The Case Manager is a non-law enforcement position that supports the humane, efficient, and lawful management of single adult detainees held at the DHS/ICE temporary detention facility at Fort Bliss. Case Managers are responsible for facilitating communication between detainees and the agency, supporting removal and court proceedings, assisting with detainee orientation, and maintaining accurate documentation of detainee status. This role ensures compliance with the ICE National Detention Standards 2019 (NDS 2019), DHS PREA (6 CFR Part 115), and applicable federal, state, and local laws.
Key Responsibilities
Conduct detainee intake interviews, provide orientation on facility rules, legal rights, and available services.
Maintain accurate case files for assigned detainees, ensuring timely updates to status and scheduled appearances.
Coordinate with EOIR (Executive Office for Immigration Review) and DHS/ICE on court dates, documentation needs, and legal liaison.
Assist detainees in submitting legal requests, grievances, and facilitating legal counsel access.
Serve as point-of-contact for detainees seeking clarification on procedures, court processes, or case management support.
Maintain complete and accurate logs, update databases, and file written reports per DHS standards.
Identify and elevate cases requiring mental health, legal aid, consular support, or ICE field office action.
Ensure case management activities align with ICE NDS 2019, PREA, and applicable DHS detention requirements.
Other duties as assigned.
Requirements
U.S. Citizen or Lawful Permanent Resident (subject to DHS screening criteria)
Bachelor’s degree in Criminal Justice, Social Work, Public Administration, or related field (may substitute experience for education)
Minimum 1 year experience in case management, corrections, immigration, or social services preferred
Must pass DHS/ICE background investigation (Standard Form 85P and ICE security vetting process)
Strong written and verbal communication skills with ability to de‑escalate tense conversations
Proficiency in Microsoft Office, data entry, and ability to navigate case management systems
English fluency required; Spanish fluency or interpretation experience preferred
Must complete ICE facility orientation, PREA training, and confidentiality/data handling training
Position Conditions & Schedule
Work hours generally follow standard business shifts with weekend or after‑hours availability as needed.
Position operates in a high‑security federal detention environment.
Role requires consistent coordination with legal, medical, ICE, and facility leadership teams.
Must adhere to DHS Trusted Workforce 2.0 and ICE continuous vetting protocols.
Preferred Qualifications
Prior experience working in an ICE facility or immigration detention setting.
Familiarity with ICE case management tools and policies.
Strong understanding of detainee rights, immigration procedures, and removal operations.
