About the Role:

We are seeking an experienced and strategic Director of Business Development to lead and expand our federal government healthcare staffing practice. This individual will be responsible for identifying, developing, and securing new federal contracts for clinical and non-clinical healthcare professionals across various agencies including the VA, DoD, HHS, and other federal entities.

This is a high-impact leadership role ideal for someone with deep federal contracting experience, strong government relationships, and a track record in healthcare staffing growth.

Key Responsibilities:Strategic Growth & Sales Leadership:
  • Develop and execute a targeted strategy to grow federal healthcare staffing business, including full-time, locum tenens, and allied professionals.
  • Existing relationships with contracting officers or program managers at VA, DoD, or similar.
  • Experience working with or for an SDVOSB, 8(a), or other certified small business.
  • Familiarity with staffing categories including nurses, physicians, behavioral health, and allied professionals.
  • Build and manage a pipeline of opportunities across agencies such as Veterans Affairs, Department of Defense, Indian Health Service, and correctional health services.
  • Identify and qualify federal opportunities through market research, procurement portals (SAM.gov, eBuy, GSA), and strategic teaming.
Client & Contract Development:
  • Establish and maintain relationships with federal contracting officers, program managers, and teaming partners.
  • Lead and contribute to capture strategies, teaming arrangements, and win themes.
  • Oversee bid strategies and contribute to proposal development in coordination with proposal writers and compliance teams.
Contract Vehicles & Partnerships:
  • Position the company on key federal contract vehicles (e.g., GSA Schedule, IDIQs, BPAs).
  • Build teaming partnerships with large and small businesses to increase competitiveness and reach.
  • Leverage socioeconomic certifications (e.g., SDVOSB, 8(a), HUBZone, WOSB) if applicable.
Internal Collaboration:
  • Coordinate with recruiting and operations teams to ensure readiness for contract execution and service delivery.
  • Align business development efforts with company goals, delivery capabilities, and capacity.
  • Present business cases and pipeline updates to executive leadership.
Qualifications:
  • Bachelor’s degree required; advanced degree preferred.
  • 7–10+ years of federal business development experience, with at least 3–5 years in healthcare staffing.
  • Proven success securing federal staffing contracts (VA, DoD, HHS, BOP, etc.).
  • Knowledge of federal procurement processes, FAR/DFARS, and relevant contract types (IDIQ, BPA, T&M, FFP).
Skills & Competencies:
  • Strong understanding of federal healthcare staffing requirements and compliance.
  • Excellent written, verbal, and presentation skills.
  • Ability to navigate federal procurement systems (SAM.gov, FPDS, GSA eBuy, etc.).
  • High-level negotiation, capture management, and teaming expertise.
  • Self-motivated, deadline-driven, and results-oriented mindset.
