The Position The Utilization Review (UR) Coordinator is a supervisory role that leads a small team ensuring that services provided through Napa County Behavioral Health are appropriate, clearly documented, and meet Medi-Cal billing rules. You will supervise two UR Clinicians, review data and trends, and work closely with program and fiscal staff to ensure services and records are accurate and complete. You will translate complex regulations into clear guidance for staff, create training materials that simplify documentation, and look for ways to streamline processes so clinicians can focus more on client care. Key Responsibilities Leadership & Oversight: Supervise and mentor two UR Clinicians, set team priorities, assign workload, and ensure quality and consistency across all utilization review functions.
System Accountability: Lead Behavioral Health UR efforts to meet Medi-Cal, DHCS, and BHIN requirements; analyze patterns in authorizations and utilization to identify system improvements and ensure compliance.
Training & Policy Development: Design and oversee the billing and documentation training program; develop UR policies, workflows, and guidance that make standards clear and achievable.
Collaboration & Problem-Solving: Partner across Behavioral Health, Quality Management, Fiscal, and EHR teams to align processes, resolve barriers, and improve efficiency in documentation and clinical billing practices.
Position Requirements Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Four or more years of employment in a program delivering mental health and/or alcohol and drug services supported through state and/or federal funding. Behavioral Health experience is highly desired.
Education: A Master’s degree in behavioral health or a closely related discipline.
License: Possession of one of the following valid licenses issued by the State of California is required: Licensed Clinical Psychologist; Licensed Clinical Social Worker; Licensed Marriage, Family and Child Therapist; Licensed Professional Clinical Counselor (Classification Specifications is under review).
Possession of a valid California Driver’s License is required.

For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.*
