Position: Vehicle Encampment Resolution Street Outreach Case Manager
Type: Full Time, Hourly, Non-Exempt, 40 hours/week with benefits.
New Beginnings is seeking a motivated, self-starting individual to join our Vehicle Encampment Resolution Project team as an Outreach Case Manager, providing services to homeless individuals in Santa Barbara County. The project aims to resolve 21 vehicle encampments county-wide. The Outreach Case Managers will conduct outreach and case management for unsheltered homeless individuals living in identified vehicle encampments across the county. They will utilize New Beginnings’ integrated approach to outreach, engagement, and case management, assessing client needs, providing immediate interventions, and connecting clients to appropriate services.
The role involves screening assessments, referrals, social service connections, and documentation. Candidates must represent New Beginnings professionally with partners, law enforcement, and government agencies, working within a multidisciplinary team to engage the hardest-to-serve homeless populations and connect them to services.
We are hiring three Outreach Case Managers: two based in our South County office (one for the City of Santa Barbara and one for the county), and one for North County (Lompoc and Santa Maria offices). The operational area includes Santa Barbara, Carpinteria, Goleta, Isla Vista, Lompoc, and Santa Maria. Travel between sites may be required.
Responsibilities: Fieldwork with at least 75% time spent in the community
Assess homeless individuals and connect them to services
Provide street-based case management, including assistance with benefits and identification documents
Link clients to healthcare, mental health, legal, employment, housing, and other services
Transport clients to appointments and services
Collaborate with community providers for housing and service access
Engage clients with trauma-informed practices
Complete and manage documentation as per policies
Provide emergency referrals for crises (housing, domestic violence, mental health, etc.)
Participate in meetings, trainings, and community events
Maintain ethical standards and confidentiality
Develop and monitor individual case plans
Qualifications: Valid California driver’s license and own transportation with insurance
Experience in social services and case management
Knowledge of housing resources and homeless services
Experience working with homeless populations preferred
Bi-lingual Spanish a plus
Excellent communication and interpersonal skills
Ability to work independently and as part of a team
Availability for some evening and weekend hours
Requirements: Driver’s license at application and appointment
Ability to observe, respond supportively, and make decisions
Proficiency with computers and software (MS Word, Excel, email)
Background check clearance
Work hours are Monday–Friday, 9 am–5 pm, with occasional evenings/weekends. Salary ranges from $25–$28/hour, DOE, with benefits including medical, dental, 403b match, and paid time off. Position starts ASAP. Not remote.
