Summary: Nurse Informaticist with demonstrated experience leveraging and optimizing health care data for clinicians and caregivers through a combination of clinical knowledge, data science, and reporting mechanisms. Accountability for analysis within the service and influences outcomes by collaborating with members of the interdisciplinary team. Key elements of performance include knowledge seeking and participation in quality improvement processes with experience in intermediate/advanced SQL and Visualization BI Tools.

Preferred Experience: Intermediate level SQL experience with clinical informatics work. Two years or more as Clinical Analyst within the Healthcare industry preferably previous Veterans Health Administration (VHA) experience or Nurse Informaticist experience or Nurse experience with intermediate SQL experience. Previous experience in Health care (VHA) data and technology, developing data models based on architecture and platform, data mining from VA corporate data warehouse (CDW) to include Microsoft standard language query (SQL), Power BI, report builder, and Python. Additional consideration given to those with Power App and Power Automate experience.
Duties: Design and use of analytics solutions and technology support for population management/population health. Incorporate theories, principles, and concepts from appropriate sciences into informatics practice such as workflow analysis, process redesign, or database structures. Design reports, dashboards, and visual management boards to close the clinical loop. Use analytics techniques to determine if tools are effective for their intended use. Advise and educate all employees on methods to improve efficiency and resource allocation within the VERA model. Act as a change agent to improve performance using validated methods, using change management principles. Data mining from VA corporate data warehouse (CDW) to include Microsoft standard language query (SQL); Microsoft Power BI, Power Apps, Power Automate; and other data modeling platforms. Participate in the design of algorithms, workflow processes, and layouts for data sets used for modeling, data mining, and research purposes. Provide ongoing end user education and training. Initiate and direct planning related to project development of project objectives, expected outcomes, resource requirements, time requirements, and evaluation strategies. Ensure that reliable data are being reported within the data streams impacting the VERA funding model. Assist with interpretation and use of data for decision-making. Participate in the production and distribution of communications related to technology through active internal networking, clinical liaison role, newsletters, announcements, and other technology-based mechanisms for healthcare professionals. Uses informatics knowledge to develop clinical decision support to enhance clinical care. Develop data models based on architecture and platform. Evaluate current interventions and emerging technologies to ensure implementation of strategies that promote viable data, cost, safety, and quality outcomes. Initiate and direct planning related to project development of project objectives, expected outcomes, resource requirements, time requirements, and evaluation strategies. Evaluate outcomes of technology use including but not limited to feedback from users and impact on improved patient safety. Ensure that reliable data are being reported in patient care services information systems reliability testing. Manage resources effectively to achieve identified project objectives and expected outcomes.

Qualifications: Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher than associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
