Statement of General Purpose
The Quality Improvement (QI) Supervisor supports the Community Umbrella Agency (CUA) in alignment with internal policies, the Philadelphia DHS Improving Outcomes for Children (IOC) Practice Guidelines, and PA DHS regulations. The QI Supervisor conducts electronic chart reviews, supervises key QI staff, and assists the QI Director with all quality improvement activities, including oversight of the Monthly Compliance Report. This role reviews, analyzes, and disseminates external audits and licensing inspection results, while initiating specialized audits and continuous quality improvement initiatives based on identified trends.
The QI Supervisor collaborates closely with the QI Director, QI team, and CUA Cares staff to develop and implement internal and external plans of improvement. Additional responsibilities include data collection and reporting, risk management activities, service concern follow-up, quality assurance calls, incident and high-profile case management, Random Moment Time Studies, compliance tracking, and special projects as assigned. The QI Supervisor is expected to maintain confidentiality and ensure adherence to all city, state, federal, and agency standards, policies, and procedures.
Examples of Essential Functions and Responsibilities
- Ensure timely completion of internal case file reviews and distribution of external licensing results.
- Complete trend reports and quality improvement measures based on internal and external findings.
- Conduct interviews, quality-related calls, client/stakeholder interviews, and onsite visits as needed.
- Assist with preparation for licensing inspections and other regulatory activities (Philadelphia DHS, PA DHS, and additional stakeholders).
- Collect, analyze, and disseminate data to support quality improvement initiatives.
- Travel to offsite locations for training, inspections, service follow-up, meetings, and other activities as required.
- Supervise the Performance Data Coordinator and QI Administrative Assistant; provide ongoing oversight for the Monthly Compliance Report.
- Communicate with service providers and key stakeholders professionally and effectively.
- Review and disseminate HCSIS reports and internal client incident reports; provide feedback regarding incident management and reporting requirements.
- Support oversight of DHS reports, CUA Scorecard trends, and agency-wide quality improvement initiatives.
- Develop and facilitate quality improvement training for new hires and ongoing staff development.
- Assist with data aggregation, trend analysis, and quality improvement measures across Caring People Alliance, CUA Cares, DHS, and other funding sources.
- Investigate risk management and staff-related service concerns; report findings to the QI Director.
- Support identification and development of improvement plans and dispute resolution based on audit findings.
- Solicit staff feedback and foster collaboration to enhance quality initiatives.
- Perform other duties and special projects as assigned.

Minimum Requirements
- Bachelor’s degree within a related field.
- Two (2) years of experience in a social service setting.
- One (1) year of experience in data analysis and/or project management.
- Driver’s license with clean driving record and ability to drive own car.
- Ability to work from home remotely within a quiet and confidential workspace.

- This role requires regular hearing, talking, walking, and sitting; occasional standing, driving, and lifting up to twenty-five pounds. Requires regular travel.
