Join the Plymouth Housing team as a Housing Case Manager (HCM) to support residents in permanent supportive housing.
This unionized position, represented by Local 8 of the Office and Professional Employees International Union (OPEIU), offers a starting wage of $35.04 per hour.
Job Summary
The HCM works as part of an onsite permanent supportive housing team, commits to residents’ well‑being, and helps maintain high‑quality service delivery based on Plymouth’s mission, cultural proficiency, harm reduction, trauma‑informed care, and the “housing first” philosophy.
Key duties include:
Collaborating with residents to develop and maintain Housing Service Plans, identify barriers, and support housing stability
Providing care coordination and supportive services to meet plan goals
Ensuring staff presence in buildings and fostering a sense of community
Co‑managing caseloads, often assigned to a specific building with potential reassignment
Work Schedule
Up to a 40‑hour work week; may require weekday evenings, one weekend day, and some holiday mornings.
Essential Job Functions
Supportive Services: Develop and maintain Housing Service Plans, maintain knowledge of available resources, assist with appointments and transportation, advocate with community providers, assist with move‑in/move‑out processes, mediate conflict, intervene in crises, respond to emergencies, handle resident complaints and coordinate with the internal behavioral health team.
Collaborative and Community Building: Attend supervision and team meetings, practice teamwork, support community events, collaborate with other housing departments, provide backup to other staff, maintain safe and sanitary building environment.
Qualitative and Administrative: Meet program agreement standards, maintain accurate database records, document incidents, manage financial paperwork, follow agency policies, assist with internal coordination and documentation.
Qualifications
Education: BA/BS in a human services field. Advanced education may substitute for experience; required years of experience may substitute for degree.
Experience: Minimum 2 years working with homeless and low‑income individuals, including those with mental or physical illnesses, substance use issues, disabilities, or HIV/AIDS.
Licensure: Valid Washington State driver’s license and insurable driving record.

Proficiency in Microsoft Office and database technology; Internet research
Strict attention to detail
Ability and willingness to transport tenants to appointments as needed.
