Child Support Case Manager I (Bilingual Preferred)
Location: Garfield County Government, CO (Glenwood Springs, CO).

Hiring Pay Range: $22.36 - $26.83 per hour
Full Pay Range: $22.36 - $31.31 per hour
Supervision: Non-supervisory
General Purpose of Job: Performs entry‑level duties for Child Support Services while receiving on‑the‑job training. The training will cover case management, case initiation, enforcement, financial, and legal functions. The position is at the CM I level for up to two years, with progression to II or Specialist/Lead possible.
Essential Job Functions

General Case Management
Provide customer service via phone, email, or in person for case management and compliance, including education on court processes, initial interviews, and application review.
Utilize time‑management skills to handle assigned caseloads, customer communications, monthly reports, mail, and system updates.
Schedule genetic testing, conduct DNA swabs, and maintain the chain of evidence.
Complete timely reports to ensure effective case management.
Locate functions to determine non‑custodial parent’s address, employment, and assets; analyze and utilize information from various databases (COVIS, DMV, DLE, courts).
Case Initiation
Review new cases for completeness and verify case information by contacting clients, courts, employers, other states, references, etc.
Initiate applications into the Automated Child Support Enforcement System (ACSES). Monitor irregularities that may affect TANF or CCAP eligibility; refer for fraud as necessary.
Enforcement
Determine and execute appropriate enforcement actions for child support, medical support, spousal support, and other costs using remedies such as income withholding, National Medical Support Notices, driver's license suspension, passport suspension, UIFSA actions, and credit reporting.
File legal paperwork, including appearances, non‑disclosure, probate, property liens, judgments, foreign orders, withdrawal notices, payment stipulations, and lump‑sum arrears payments.
Prepare for and conduct administrative reviews.
Financial
Review ledgers, prepare arrears calculations, verify accuracy, and reconcile discrepancies according to state and county policies.
Customer Service
Provide customer service to parties, attorneys, and employers, answering case‑related questions, explaining enforcement remedies, and giving case updates.
Request additional information and remind parties of delinquent payments.
Perform other duties as assigned, including front‑desk coverage and economic security support.
Establish and maintain working relationships with community partners, organizations, and resources.
Remain calm in high‑stress situations and use critical thinking skills to solve problems.
Legal
Use state, federal, international codes and case law to determine appropriate steps for complex tasks such as paternity designation, support orders, and administrative actions.
Prepare and file appropriate legal forms, report of paternity determination, and APA negotiation paperwork.
Access and analyze financial information for child support calculations per Colorado guidelines.
Attend court hearings and assist County Attorney with deadlines, exhibits, and appearance duties.
Maintain the CSSU court docket and monitor ongoing court actions.
Pass and renew the Administrative Process Action (APA) Re‑Certification Exam every three years.
Other duties as assigned.
