BI Incorporated has operated ISAP for DHS/ICE/ERO and provides intensive supervision with case management and supervision technology, plus community-based partner resources.
Responsibilities Provides case management of Intensive Supervision Appearance Program (ISAP) participants from entry to release by administering DHS contract policies and procedures.
Develops, implements, coordinates, reviews, and updates case management and individual service plans for ISAP participants in conformance with state and federal regulations and program requirements.
Meets with participants face-to-face regularly as required by contractual obligations.
Maintains accurate and complete case records for all ISAP participants from entry to release; proactively manages cases using appropriate tools and techniques; maintains confidentiality of records.
Conducts intake interviews and orientation sessions within contractual timeframes; installs electronic monitoring equipment as necessary and monitors compliance.
Assists ISAP participants with obtaining travel documents; maintains a log of travel document information.
Assesses English proficiency to determine resource needs; coordinates translation services, including emergency translation.
Connects participants with community resources (transportation, medical, food, shelter, clothing, education, financial, legal, religious, and other social services).
Supervises ISAP participants in Company offices and establishes schedules for counseling, immigration court appearances, and access to legal services.
Coordinates attendance at legal and cultural orientation sessions and supplemental services evaluations.
Reviews individual service plans, conducts risk/needs assessments, and writes progress reports as required; reports program violations timely.
Conducts home visits to verify residences; performs emergency counseling as needed.
Maintains relationships with translation resources in the community and with external providers.
Performs other duties as assigned.
Qualifications Bachelor’s Degree required; degree in Sociology, Psychology, Social Work, Criminal Justice or related field preferred.
At least two years of customer service or case management experience required; experience in law, social work, detention, corrections or multicultural work preferred.
Bilingual Spanish required.
Valid driver’s license and ability to perform home visits; US citizenship required.
Ability to receive client approval to work on contract; must live in the US for 3 of the last 5 years (military or study abroad included).
Strong verbal and written communication skills; ability to interpret rules and produce reports; sound judgment and even temperament.
Ability to defuse tense situations; tactful in dealings with the public; attention to detail; problem-solving skills.
Basic knowledge of immigration laws, regulations, and procedures; basic computer skills; ability to interpret electronic monitoring messages and daily reports; proficient data entry.
Ability to work with computers and standard software used by the department.
Working Conditions Typical office environment with some local travel; use of standard office equipment; ability to handle physical tasks related to monitoring equipment and home visits.
